Wie realistisch ist die Angleichung des Lebensstandards der ostdeutschen Länder an den Westen?

Abstract

Die „Gleichwertigkeit der Lebensverhältnisse“ steht weiterhin ganz oben auf der Agenda der Bundesregierung. Trotz gewisser Akzentverschiebungen in der Debatte, verursacht durch die Erkenntnis, dass inzwischen auch eine Reihe von westdeutschen Regionen schwerwiegende regionalpolitische Probleme aufweisen, steht dabei auch weiterhin der fortbestehende Rückstand der ostdeutschen Bundesländer bei Einkommen und Wirtschaftskraft im Fokus. Angesichts der tief einschneidenden demographischen Veränderungen in den kommenden zwei Dekaden befasst sich der vorliegende Artikel mit der Frage, ob eine Angleichung des Lebensstandards Ostdeutschlands an jenen der westdeutschen Bundesländer als realistisch zu erachten ist. Eine Projektionsrechnung bis 2035 legt nahe, dass eine Konvergenz beim Bruttoinlandsprodukt je Einwohner zwischen Ost und West nicht wahrscheinlich ist.
