Hat Sachsen zu viel öffentliches Personal? Warum ein Vergleich mit anderen Bundesländern in die Irre führen kann

Abstract

Die ostdeutschen Flächenländer, darunter auch der Freistaat Sachsen, weisen im öffentlichen Dienst einen deutlich höheren Personaleinsatz je Einwohner als die westdeutschen Flächenländer auf. Hieraus kann jedoch nicht ohne Weiteres auf entsprechende Einsparpotenziale geschlossen werden. Wir zeigen, dass einem Personalbestandsvergleich zwischen den Bundesländern erhebliche Grenzen gesetzt sind. Unterschiede in den institutionellen Strukturen, eine unterschiedliche Aufgabenverteilung zwischen Land und Kommunen, aber auch statistische Unschärfen in der Zuordnung des Personals zu Aufgabenbereichen können zu verzerrten Ergebnissen und damit zu Fehlinterpretationen im Ländervergleich führen.
