Langfristige Projektion der Einnahmeentwicklung für den Landeshaushalt des Freistaates Sachsen bis zum Jahr 2025

Abstract

Um einen Überblick über die Auswirkungen der wirtschaftlichen Entwicklungen auf den Landeshaushalt zu erhalten, hat das ifo Institut im Auftrag des Sächsischen Staatsministeriums der Finanzen (SMF) eine Langfristprojektion der Einnahmen des Freistaates Sachsen bis zum Jahr 2025 erstellt. Der vorliegende Artikel fasst die wesentlichen Ansatzpunkte und Ergebnisse der Projektion zusammen. Ausgehend von den aktuellen Landeseinnahmen in Höhe von 15,8 Mrd. € im Jahr 2009, führen die Auswirkungen der Wirtschafts- und Finanzkrise zu einem erheblichen Einbruch der Steuereinnahmen, der auch bis zum Ende des Betrachtungszeitraums nicht wieder aufgeholt werden wird. Darüber hinaus führt die Degression bei den Bundesergänzungszuweisungen sowie bei den Zahlungen von Bund und EU zu einem kontinuierlichen Abfall der Einnahmen bis zum Jahr 2019. Erst im Anschluss kommen die Wachstumseffekte des Steueraufkommens zum Tragen. Die Einnahmen des Freistaats Sachsen werden im Jahr 2025 etwa 3,8 Mrd. € bzw. 24 % unter denen des Jahres 2009 liegen.
