Ordnungspolitische Handlungsspielräume des Anwohnerparkens in deutschen Städten – ökonomische und kalkulatorische Grundlagen zur kostenwahren Bepreisung

Abstract

In dem vorliegenden Aufsatz wird erörtert, weshalb die kostenfreie Vergabe von Anwohnerparkausweisen in Städten zu einer Verzerrung der ökonomischen Verhaltensweisen führt. Die Änderung des Straßenverkehrsgesetzes im Jahr 2020 ermöglicht eine Bepreisung der Anwohnerparkausweise und somit die Internalisierung der externen Effekte, die das Parken verursacht. Die Autorin kalkuliert auf Basis verschiedener Ansätze ökonomisch begründete Preise des Anwohnerparkens und stellt diese den tatsächlich eingeführten Preisen kritisch gegenüber. Der Fokus des Papiers liegt auf der Notwendigkeit ordnungspolitischer Maßnahmen zur Minderung des Platzmangels in deutschen Städten, der durch die steigende Anzahl parkender Pkw verstärkt wird.
