The territorial fiscal gap in Colombia

Abstract

This paper presents an estimation of expenditure needs and fiscal capacity of Colombia's municipalities and departments in 2014. We use standard per capita norms to estimate the spending needs and data envelopment analysis for the local fiscal capacity. The results show that: (i) there are high horizontal fiscal disparities in Colombia, with greater incidence in municipalities than in departments; (ii) these disparities favour more developed territories; and (iii) there is evidence of a centre‐periphery pattern in the horizontal fiscal disparities, causing central regions of the country to have a lower imbalance between expenditure needs and fiscal capacity. Este artículo presenta una estimación de las necesidades de gasto y la capacidad fiscal de los municipios y departamentos de Colombia en 2014. Se utilizaron normas estándar per cápita para estimar las necesidades de gasto y el análisis envolvente de datos para la capacidad fiscal local. Los resultados muestran que: i) en Colombia existen grandes disparidades fiscales horizontales, con mayor incidencia en los municipios que en los departamentos; ii) estas disparidades favorecen a los territorios más desarrollados; y iii) hay pruebas de que existe un patrón centro–periferia en las disparidades fiscales horizontales, que hace que las regiones centrales del país tengan un menor desequilibrio entre las necesidades de gasto y la capacidad fiscal. 本稿では、2014年のコロンビアの県と市の必要支出と財政力の推計を提示する。必要支出の推計では、標準的な一人あたり(per capita)の基準とし、地域の財政力の推計には包絡分析法(data envelopment analysis)を用いる。結果から以下のことが示される。1)コロンビアには財政力に関して大きな水平的格差があり、県レベルよりも市レベルで格差が存在する確率が高い。2)格差は発展した地域において多くみられる。3)財政力の水平的格差には、国の中心部における必要支出と財政力の不均衡の原因となる、中心周辺パターンがあることを示すエビデンスが得られている。
