The market value of political partisanship: Quasi‐experimental evidence from municipal elections

Abstract

Do different political parties implement divergent policies which impact the citizens' welfare? The overheated debate notwithstanding, it is far from clear if this is really the case. Whereas current literature focuses on specific policy outcomes, we use real estate prices to evaluate the economic impact of municipal policies. Using a new dataset on Italian municipal elections and real estate prices, we employ a regression discontinuity (RD) approach to detect the causal effect of a change in municipal majorities. We find no difference between the effects of the policies enacted by left and right‐wing parties. Further evidence from municipal balance sheets confirms that the observed differences in fiscal behaviour are hardly relevant for real estate capitalized values. ¿Implementan los diferentes partidos políticos políticas divergentes que tienen impactos en el bienestar de los ciudadanos? A pesar de lo acalorado del debate, no está nada claro si esto es verdad. Mientras que la literatura actual se centra en resultados específicos de diferentes políticas, el artículo utiliza los precios inmobiliarios para evaluar el impacto económico de las políticas municipales. Haciendo uso de un nuevo conjunto de datos sobre las elecciones municipales italianas y los precios inmobiliarios, se emplea un enfoque de discontinuidad de regresión para detectar el efecto causal de un cambio en las mayorías municipales. No se encontraron diferencias entre los efectos de las políticas promulgadas por los partidos de izquierda o de derecha. La evidencia adicional de los balances de cuentas municipales confirma que las diferencias observadas en el comportamiento fiscal son poco relevantes para los valores capitalizados de bienes raíces. 政党は、市民の福祉に効果を与える、各党それぞれの独自の政策を実施するであろうかという議論は過熱しているが、これが現実にあるかどうかは少しも明確ではない。現在の研究はある政策の成果に注目しているが、本稿では、地方行政政策がもたらす経済的効果を土地価格で評価する。イタリアの市議会議員選挙と土地価格の新しいデータセットを用いて、回帰不連続(regression discontinuity:RD)アプローチにより、議会の多数党の交代の因果効果を検出する。政策を実施した政党が左派の場合と右派の場合とでは、成果には差はまったく認められなかった。地方財政の貸借対照表から得られたさらなるエビデンスから、財政行動に認められる差は土地の資本還元価値とはほとんど関係がないことが確認される。
