Reducing Costs of Censuses in Norway Through Use of Administrative Registers

Abstract

The purpose and methodology of the Norwegian census has changed considerably during the last 35 years. While the census was previously the main source of socio‐demographic information, it is to day just one of several sources. After an identification number for each individual was introduced and used in various administrative registers, the dominating role of the census has changed dramatically. For some years it has been the policy of Statistics Norway to collaborate with various governmental agencies in order to use administrative registers in statistics production. This policy has been supported politically, and a new Statistics Act has been useful in these efforts. The purpose of this paper is to present the strategy and methodology used to produce statistics in general, census statistics in particular, when based on a combined use of administrative registers and directly collected data. Experiences from Norwegian censuses since 1960 will be presented. Au cours de ces 35 dernières années, le but des recensements en Norvège et la méthodologie qui leur est appliquée ont été profondément modifiés. Alors que, auparavant, le recensement était la principale source d'information sociodémographique, il n'es plus aujourd'hui qu'une source parmi d'autres. Par suite de l'introduction d'un numéro d'identification pour chaque individu et de son utilisation dans divers registres administratifs, le rôle dominant du recensement a radicalement changé. Depuis quelqes annés, le Bureau central de statistique a pour politique de collaborer avec divers organismes govermementaux afin d'utiliser les registres administatits ála production de statistiques. Cette démarche a recu l'appui de la classe politique et la nouvelle loi sur les statistiques a largement encourgateé nos efforts. Cet exposéa pour but de présenter la sttatégie et la méthodologie utilisées pour de facon générale des statistiques et procéder plus particulièrement à des recensements, en associant aux données directement collectées l'utilisation des registres. Les expy1riences tirécs des recensements effectués en Nège depuis 1960 illustent notre propos.
