A Social‐Ecological Systems Approach to Enhance Sustainable Farming and Forestry in the EU

Abstract

The two concepts of public goods and ecosystem services are often used to describe the same welfare benefits potentially generated by agriculture and forestry, but they originate from different perspectives and each offer only partial analysis of these relationships. A more holistic approach – Social‐Ecological Systems (SES) – has been adapted and applied in new research to understand more fully how the relationships can best be characterised, and beneficial change promoted, through policy reforms and practical action. An important and novel part of the description of a SES, as developed under the PEGASUS project, is the assessment of its ‘valorisation cascade’. Through the mapping and consideration of assets, actors, interactions, drivers and the nature of the valorisation cascade in 34 diverse case studies, the project highlighted the importance of multi‐actor approaches and social processes to foster beneficial change. These include collective action, co‐learning and trust between actors, promoting experimentation and innovation, developing public and/or consumer awareness and identifying new valorisation options, including via commercial supply chains and enhanced community involvement. Les deux concepts de biens publics et de services écosystémiques sont souvent utilisés pour décrire les avantages que peuvent apporter l'agriculture et la forêt en termes de bien‐être, mais ils sont issus de deux perspectives différentes et chacun n'offre qu'une analyse partielle des relations en question. Une approche plus holistique – les systèmes socio‐écologiques (SSE) – a été adaptée et appliquée dans de nouvelles recherches pour comprendre plus largement comment mieux caractériser les relations et comment favoriser des changements bénéfiques à travers des réformes des politiques publiques et des actions pratiques. Une partie importante et originale de la description d'un SSE, développée dans le cadre du projet PEGASUS, consiste en l’évaluation de sa ‘cascade de valorisation’. À travers la cartographie et la prise en compte des atouts, des acteurs, des interactions, des moteurs et de la nature de la cascade de valorisation dans 34 études de cas. Le projet a souligné l'importance des approches multi‐acteurs et des processus sociaux pour favoriser les changements positifs identifiés. Ceux‐ci comprennent l'action collective, le co‐apprentissage et la confiance entre les acteurs, la promotion de l'expérimentation et de l'innovation, le développement de la sensibilisation du public et / ou des consommateurs et l'identification de nouvelles options de valorisation, y compris par le biais des filières et de la participation renforcée de la communauté. Die beiden Konzepte von öffentlichen Gütern und Ökosystemdienstleistungen werden häufig verwendet, um die gleichen Wohlfahrtsleistungen zu beschreiben, die durch die Land‐ und Forstwirtschaft erbracht werden könnten; sie basieren aber auf unterschiedlichen Sichtweisen und bieten jeweils nur eine Teilanalyse dieser Zusammenhänge. Ein ganzheitlicherer Ansatz ‐ Sozial‐ökologische Systeme (SES) ‐ wurde angepasst und genutzt, um genauer zu verstehen, wie die Beziehungen am besten charakterisiert und vorteilhafte Änderungen durch politische Reformen und praktische Maßnahmen unterstützt werden können. Ein wichtiger und neuartiger Bestandteil der Beschreibung eines SES, wie er im PEGASUS‐Projekt entwickelt wurde, ist die Beurteilung seiner „Valorisierungskaskade”. Durch die Zuordnung und Betrachtung von Wirtschaftsgütern, Akteuren, Interaktionen, Treibern und der Art der Valorisierungskaskade in 34 verschiedenen Fallstudien hat das Projekt die Bedeutung von Multi‐Akteur‐Ansätzen und sozialen Prozessen zur Förderung eines positiven Wandels hervorgehoben. Dazu gehören gemeinschaftliches Handeln, gemeinsames Lernen und Vertrauen zwischen den Akteuren, das Fördern von Forschung und Innovationen, die Entwicklung eines öffentlichen und/oder Verbraucherbewusstseins und die Identifizierung von neuen Valorisierungsmöglichkeiten, auch über wirtschaftliche Lieferketten sowie die verstärkte Einbeziehung der Gesellschaft.
