Saglýk Harcamalarýnýn Belirleyicilerine Yönelik Bir Arastýrma; AB ve Türkiye Örnegi

Abstract

Saglýk harcamalarý; insan saglýðýnýn korunmasý, gelistirilmesi, devamlýlýgýnýn saglanmasý ve var olan hastalýklarýn tedavisi için yapýlan tüm harcamalarý kapsamaktadýr. Saglýk harcamalarý toplumun saglýk düzeyini yükseltirken beseri sermayeye yaptýgý katkýlarla da kalkýnmayý hýzlandýrmaktadýr. Bu çalýsmada 19 Avrupa Birligi ülkesi ve Türkiye’de saglýk harcamalarýna etki eden faktörler 1995-2018 dönemi verileri kullanýlarak incelenmistir. Çalýþmada, kisi basý saglýk harcamasý, kisi basý GSYÝH, 65 yas ve üstü nüfus, dogumda beklenen yasam süresi ve kisi basýna karbondioksit emisyonu degiskenler olarak kullanýlmýstýr. Analizler için Westerlund (2006) panel es bütünlesme testinden yararlanýlmýstýr. Buna göre, 19 Avrupa Birligi ülkesi ve Türkiye’de kisi basý gelirin saglýk harcamalarý üzerindeki etkisinin istatistiksel olarak anlamlý oldugu; ancak 65 yas ve üstü nüfus, karbondioksit emisyonu ve doðusta yasam beklentisi degiþkenlerinin es bütünleþme katsayýlarýnýn istatistiksel olarak anlamsýz olduðu tespit edilmistir. Elde edilen bulgular, söz konusu 20 ülkede kisi basý gelirde %1’lik bir artýsýn kisi basý saglýk harcamalarýný yaklasýk %0.11 arttýrdýgýný göstermektedir. Ayrýca, 20 ülkede saglýk harcamalarýný belirlemede kullanýlan her bir deðiskenin etkisinin ülkeden ülkeye farklýlýk gösterdigi tahmin edilirken, saglýk harcamalarý ile degiskenler arasýnda uzun dönemli bir iliski oldugu bulgusu elde edilmiþtir.
