Sağlık Turizmindeki Teşvik ve Desteklerin Sağlık Turizmine Etkileri: Türkiye İçin Müdahale Analizi

Abstract

Sağlık turizmi, küresel turizm pazarının en hızlı büyüyen bölümlerinden biridir. Bu turizmde Türkiye, stratejik coğrafi konumu ve gelişmiş sağlık sistemi ile bir cazibe merkezi konumundadır. Dolayısıyla Türkiye’nin bu sektörde gelişmesi için sağlık turizmi teşvikleri uygulanmaktadır. Çalışmamızda Sağlık Bakanlığı tarafından 6322 Sayılı Kanunla Getirilen Sağlık Turizminde Gelir ve Kurumlar Vergisi İndirimi’nin sağlık turizmi gelirlerine olan etkisi araştırılmıştır. Bu noktada analizde 1998-2017 yıllar arası sağlık turizmi geliri verileri kullanılmıştır. Analiz aşamasında ilk olarak Augmented Dickey-Fuller (ADF) ve Phillips-Perron (PP) birim kök testleri uygulanmıştır. Testler sonucunda sağlık turizmi gelirleri serisi her iki test içinde ikinci farkı alınarak durağanlaştığı görülmüştür. Ardından uygun ARIMA Modeli’nin de bulunmasıyla müdahale analizine başlanılmıştır. Bu aşamada modele kukla değişken ilave edilmiş ve 6322 sayılı kanunun etkisi sınanmıştır. Analiz sonucunda ise 2012 yılında yürürlüğe giren 6322 sayılı kanunun sağlık turizmi geliri üzerinde %29 oranında pozitif etkisi bulunduğuna ulaşılmıştır.
