Dijital Bangladeş' 2021 Vizyonu: Bilgi ve İletişim Teknolojileri (BİT) Üzerinden Bir Analız

Abstract

Vizyon 2021'in ayrılmaz bir parçası olan Dijital Bangladeş, bilgi ve iletişim teknolojilerinin sağladığı sosyo-ekonomik dönüşümlerden biri olarak Kabul edilmektedir. BİT Politikası 2009, BİT Yasası 2009, Bilgi Edinme Hakkı Yasası 2009 ve çeşitli yerel yönetim yasaları, 2009 yılında yürürlüğe konan hükümetin Dijital Bangladeş önceliklerini belirlemeye yardımcı olmaktadır. Bunlar ayrıca Dijital Bangladeş'in sektöre yönelik kazanımlarını da göstermektedir. Bu çalışmada yukarıda sıralan yasal düzenlemelerle birlikte “Dijital Bangladeş 2021 Vizyonu” çerçevesinde Bangladeş'deki BİT in altyapısı, hukuki boyutu ve eksikleri başta olmak üzere kamusal ve özel sektöre yansıması, başarı düzeyi, dünyadaki dijitalleşme vizyonu ile Bangladeş 2021 Vizyonunun kıyaslanması yapılmaktadır. Diğer tarafta “Dijital Bangladeş” 2021 Vizyonun temel sorunları ve çözüm önerileri üzerine bir analize de gidilmektedir.
