Sağlık Harcamaları ile Ekonomik Büyüme ve İnsani Gelişme Endeksi İlişkisi: OECD Ülkeleri İçin Ekonometrik Bir Analiz

Abstract

Beşeri sermayenin geliştirilmesine, korunmasına ve ülke verimliliğinin artışına önemli katkılar sağlayan sağlık harcamaları, ekonomik büyüme ve insani gelişme düzeyinin de temel belirleyicilerindendir. Sağlık harcamaları ile ekonomik büyüme ve insani gelişme düzeyi arasındaki bu sıkı ilişki, insani gelişme düzeyinin önemli bir unsuru olan sağlığın, işgücü verimliliğini arttırarak ekonomik büyümeyi olumlu etkilemesinden kaynaklanmaktadır. Bu bağlamda çalışmada sağlık harcamaları ile ülkelerin zenginliği olarak belirtilen büyüme ve insan hayatının zenginliği olarak ifade edilen insani gelişme arasındaki ilişki incelenmiştir. 27 OECD ülkesinde toplam sağlık harcamalarının büyüme ve insani gelişme değişkenleri ile olan ilişkisi, 1990-2015 dönemine ait yıllık veriler kullanılarak Dumitrescu ve Hurlin (2012) tarafından geliştirilen panel Granger nedensellik testi yardımıyla analiz edilmiştir. Nedensellik testi sonuçlarına göre sağlık harcamaları ile ekonomik büyüme ve insani gelişme endeksi arasında iki yönlü; insani gelişme düzeyi ve ekonomik büyüme arasında ise insani gelişme düzeyinden ekonomik büyümeye doğru tek yönlü bir nedensellik ilişkisi bulunmuştur.
