Kırgızistan’da Vergilendirme Yetkileri Açısından Yerel Yönetimlerin Mali Özerkliğinin Değerlendirilmesi

Abstract

Devlet gelir kaynaklarını artırmak ve mali özerkliklerini genişletmek için vergilendirme yetkisini yerel yönetimlere devredebilir. Bu çalışmanın amacı, Kırgızistan'daki yerel yönetimlerin vergilendirme yetkileri çerçevesinde mali özerkliklerini değerlendirmektir. Yerel yönetimlerin vergilendirme yetkilerini incelemek için yaptığımız nicel analizde 2000 ile 2021 yıllar arası veriler kullanılmıştır. Yerel yönetimlerin vergi gelirlerinin toplam gelirleri ve toplam vergi gelirleri içindeki payları yerel yönetimlerin vergilendirme yetkisini yansıtan değişkenler olarak kullanılmıştır. Ayrıca, yerel yönetimlerin vergilendirme yetkilerinin sınırlarını belirleyen yasal çerçeve de incelenmiştir. Elde edilen sonuçlar Kırgızistan'da yerel yönetimlerin vergilendirme yetkileri açısından mali özerkliklerinin düşük olduğunu ve büyük ölçüde merkezi yönetim bütçesinden yapılan transferlere bağımlı olduğunu göstermektedir. Yasal çerçeveye göre mahalli idarelerin vergilendirme yetkisi yok denilebilecek sınırlar içerisindedir. Kırgızistan’da çoğu yerel yönetimlerde vergi tabanının dar olması ve vergi yönetiminin etkinsizliği ile ilgili sorunların çözülmediği sürece vergilendirme yetkisinin yerel yönetimlere devredilmesinin ertelenmesi önerilmektedir.
