Kırsal Yerleşimlerde Gençlerin Göç Etme Eğilimleri ve Etkileri: Bitlis İli Adilcevaz İlçesi Örneği

Abstract

Bu çalışmanın amacı, Türkiye’de Doğu Anadolu Bölgesi’nde yer alan Bitlis İli Adilcevaz İlçesi’ndeki gençlerin göç eğilimleri ve etkilerinin incelenmesidir. Çalışma sırasında nitel çalışma olarak gençlerle bir odak grup görüşmesi, anahtar bilgi verici ve nicel olarak, Adilcevaz’dan göç etmiş 15-24 yaş arasında 320 gence çevrimiçi anket uygulanmıştır. Araştırmada göç eden gençlerin çoğunluğunun öğrenci olduğu ve bu gençlerin çoğunlukla aileleriyle birlikte göç ettiği tespit edilmiştir. Gençlerin yaklaşik %47 oranında en fazla Marmara Bölgesi’ne göç ettiği tespit edilmiştir. Gençlerin yaklaşik %78’i daha önce göç etmiş akrabalarının verdiği olumlu bilgilerin göç etmelerinde etkili olduğunu belirtmiştir. Gençlerin göç sonrası yaşadıkları zorluklar ele alınmıştır. Odak Grup Görüşmesi ve Anahtar Bilgi Verici bölgesi’nin hizmet ve olanaklar açısından Doğu Anadolu Bölgesi diğer bölgelere göre geride kaldığı tespit edilmiştir. Araştırmada, ilçede işgücünün azaldığı, genç nüfusun çok az olduğu veya neredeyse hiç olmadığı, dolayısıyla tarım ve hayvancılık sektörünün gelişmesi için ciddi engel oluşturduğu tespit edilmiştir.Adilcevaz İlçesinde kırsal kalkınma için kadınlara önem verilmesi, iş yaşamına teşvik edilmesi, mevcut turistik alanların iyileştirilmesi, tarım ve hayvancılık sektöründe gençlerin bilinçlendirilmesi, teşvik edilmesi ve ekonomide aktif rol almaları için katkı sunulmasının gerekli olduğu önerilmektedir.
