Sektörel Gelişimde Bağımsız Denetim ve Kamu Denetimi Birlikteliği: Katılım Bankacılığı Örneği

Abstract

Katılım bankaları, faizsizlik ilkesine göre faaliyet göstermek zorunda olan finansal kuruluşlardır. Bu bankaların müşterileri genellikle faize karşı duyarlı olan kişilerdir. Katılım bankaları müşterilerine, faizsiz işlem yaptıklarına dair güveni verebilmek için mali tablolarını denetime tabi tutmaktadır. Bu çalışmada kamu denetimi ve bağımsız denetime tabi tutulan katılım bankaları mali tablolarının, bağımsız denetimi aracılığıyla İslami bankacılık prensiplerine uygunluğunun araştırılması, varsa eksikleri ve problemleri ortaya koyarak çözüm yollarını içeren yeni bir denetim tablosu örneği sunulması amaçlanmıştır. Çalışmada ikincil veri analiz yöntemi uygulanarak, katılım bankalarına ait bağımsız denetimden geçmiş mali tabloların İslami bankacılık prensiplerine uygunluğu analiz edilmiştir. Analiz için İslami finans üzerine uluslararası anlamda denetim, muhasebe ve hizmet standartları sunan AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions- İslami Finans Kurumları Muhasebe ve Denetim Organizasyonu) ve IFSB (Islamic Financial Services Board- İslami Bankacılık Hizmetleri Kurulu) kuruluşlarının ilgili standartları ile karşılaştırma yapılmıştır. Analiz sonucunda Türkiye’de faaliyette bulunan katılım bankalarına ait bağımsız denetim raporları düzenlenirken, birçok kalemde, dipnotlarda ve açıklamalarda farklılıklar olduğu görülmüştür.
