Çin Halk Cumhuriyeti Yerel Yönetimlerinin Yapısı ve Tarihsel Değişim Süreçleri

Abstract

Çin yerel yönetim birimlerinin yapısının ve tarihsel değişim süreçlerinin incelendiği araştırmada yerel yönetim birimlerinin sınıflandırmasına ve yapılarına yer verilmiştir. Öncelikle Çin Halk Cumhuriyeti’nin yerel yönetimleri, eyalet yönetimleri, il, ilçe, kasaba düzeyi yerel yönetimler ve köy yönetimleri olarak incelenmiştir. Daha sonra imparatorluk döneminden günümüze kadar geçen sürede yerel yönetimlerin değişimleri dönemsel olarak ele alınmıştır. Yerel yönetimler Çin Halk Cumhuriyeti’nin tarihsel süreçlerinden etkilenmiştir. İmparatorluk dönemi, Mao Zedong dönemi ve Mao Zedong sonrası dönem olarak incelenen tarihsel süreç, Çin yerel yönetimlerinin yıllar içindeki değişimine ışık tutmaktadır. Yerel yönetimlerin yapısı üst yapı ve alt yapı kurumlarının değişimlerinden, dünya siyasi dönüşümlerinden ve tarihi kırılma noktalarından etkilenmiştir. Tarım toplumu olan Çin Halk Cumhuriyeti Mao Zedong önderliğinde kurulmasıyla yerel yönetim birimleri ön plana çıkmış, Deng Xiaoping döneminde ise gittikçe güçlenmiştir. Ekonomik değişimler ile beraber özellikle 1980 sonrası dönemde dünyada önemli değişiklikler yaşanmış, sosyalist ekonomiden sosyalist piyasa ekonomisine geçişte yerel yönetimler önemli yer tutmuştur. Çin Halk Cumhuriyeti’nde ekonomik değişimin en önemli saç ayağını yerel yönetim birimleri tutmuştur.
