Avrupa Birliği'nin Sosyal Dışlanma Yaklaşımını Yeni Riskler Bağlamında Düşünmek

Abstract

Sosyal dışlanma yaklaşımı, Avrupa Birliği’nin sosyal ve ekonomik nitelikli sorunlarla baş etmede benimsediği kapsayıcı bir bakış açısını temsil etmektedir. Kavram ilk olarak 70’li yıllarda ortaya çıkmış, 80’li yıllarda gelişmiş ülkelerde yaygınlaşmış ve 90’lı yıllarda AB’nin temel sosyal politika uygulamaları ve gelecek projeksiyonlarını içeren bir yaklaşım haline gelmiştir. Esas itibariyle sosyal dışlanma, çeşitli sebeplerle toplum ile bütünleşmede yaşanan yetersizlik durumunu ifade etmektedir. Dolayısıyla kavram, toplumsal katılımın tersine, çoğunlukla dışsal nedenlerle ortaya çıkan bir toplumdan tecrit edilme halini yansıtmaktadır. Bu çalışmada AB’nin sosyal dışlanma yaklaşımı, sosyal refah devleti tecrübesinin çağdaş bir yansıması olarak değerlendirilmekte, 2008 finansal krizi ve 2020 yılında tüm dünyayı etkisi altına alan Covid- 19 krizi bağlamında Avrupa Birliği sosyal dışlanma yaklaşımının geleceğine dair tespit ve öneriler ele alınmaktadır. Bu kapsamda kriz dönemlerinde, ekonomik önceliklerin öne çıktığı ve ülkelerin kalkınmanın sosyal boyutlarını ihmal etme eğiliminde oldukları çıkarımından hareketle, AB’nin özellikle Covid- 19 krizi sürecinde uyguladığı politikalar, buna yönelik eleştiriler ve sosyal dışlanma özelinde Avrupa sosyal politikasının geleceği tartışılacaktır.
