Farklı Para Politikası Stratejileri Altında Sermaye Hareketleri İle Döviz Kuru Arasındaki İlişki

Abstract

Uluslararası finansal sermaye hareketlerinin son dönemde büyük boyutlara ulaşmasıyla birlikte döviz kuru seviyelerinde büyük dalgalanmalar yaşanmıştır. Bunun üzerine politika yapıcılar farklı stratejiler altında geliştirdikleri para politikası uygulamaları ile döviz kuru seviyesinde ortaya çıkan istikrarsızlıkları kontrol etmeye çalışmışlardır. Öncelikle sabit kur rejimi altında kur hedeflemeli para politikası stratejisi uygulanmıştır. Daha sonraki süreçte ise esnek kur rejimi altında parasal ve enflasyon hedeflemeli para politikası stratejileri benimsenmiştir. Çalışmamızın amacı geçmiş dönemde uygulanan bu para politikası stratejilerinin sonuçlarını literatür taraması yöntemiyle karşılaştırmalı olarak incelemektir. Buna göre sermaye hareketleri ile döviz kuru arasındaki etkileşim nominal ve reel kur tanımlarına bağlı olarak kısa ve uzun dönem çerçevesinde değerlendirilmiştir. Söz konusu para politikası stratejilerinde kısa vadede sermaye girişleri ile değer kazanan yerli para uzun vadede sermaye çıkışları ile değer kaybetmektedir. Bu da döviz kurunda istikrarın sağlanmasını güçleştirmektedir. Böylece sermaye girişlerinin hızlandığı bir ortamda döviz kuru istikrarını sağlamak için uygulanan alternatif para politikası stratejilerinin hiçbiri başarılı olmamaktadır. Bunun yerine kur istikrarının korunmasında sermaye hareketlerinin yönetilmesini esas alan daha kapsamlı iktisat politikalarına ihtiyaç duyulmaktadır.
