Davranışsal Kamu Yönetimi: Yöntemsel ve Teorik Düzlemlerde Bir İnceleme

Abstract

Davranış bilimleri son yıllarda birçok bilimsel disiplin içerisine girmiştir. Bunlardan belki de en yenisi olan davranışsal kamu yönetimi, birey ve grupların davranışları ile ilgili psikoloji bilgisinden faydalanarak, bireysel tutum ve davranışların mikro düzey perspektifinden kamu yönetiminin multidisipliner analizi şeklinde tanımlanmaktadır. Bu çalışmada kamu yönetimi ile psikolojiyi bütünleştiren çalışmalar sonucunda ortaya çıkan ve son yıllarda giderek daha fazla önem kazanan davranışsal kamu yönetimi alt alanı incelenmiştir. İlk olarak geçmişten günümüze kadar psikoloji ile kamu yönetiminin bütünleşmesini salık veren çağrılar gösterildikten sonra, davranışsal yaklaşımı benimsemiş siyaset bilimi, ekonomi ve stratejik yönetim alanlarının gelişimi resmedilmiştir. Bunun akabinde davranışsal kamu yönetimi yöntemsel ve teorik düzlemde, çeşitli örneklerle irdelenmiştir. Son olarak ise davranışsal kamu yönetiminin gelişimini hızlandıracak öneriler ile çalışma sonlandırılmıştır.
