Marshall - Lerner Koşulu ve J Eğrisi Hipotezinin Geçerliliği: Farklı Gelir Gurubu Ülkeleri İçin Karşılaştırmalı Bir Analiz

Abstract

Dış ticaret yaparak gelir elde edip, ekonomik büyümelerini artırmak ve kalkınmak bütün ülkelerin öncelikli hedeflerindendir. Ancak ülkeler dış ticaretten her zaman kazançlı çıkamamakta, dış ticaret açığı verebilmektedirler. Dış ticaret açığı, cari işlemler açığının da temel nedeni olup, ülkeleri ekonomik krize sürükleme riski vardır. Bu nedenle ülkelerin dış ticaret dengelerinin belirleyicilerinin ve sürdürülebilirliğinin sıklıkla analiz edilmesinde yarar vardır. Bu çalışmada reel efektif döviz kuru, yurtiçi milli gelir düzeyi ve dünya milli gelir düzeyinin dış ticaret dengesi üzerindeki etkileri, farklı gelir guruplarında yer alan 80 ülkenin, 1960-2016 dönemi verileri kullanılarak panel veri analizi ile incelenmiştir. Analiz sonucunda; yüksek gelirli ülkeler haricindeki ülkelere Marshall–Lerner koşulunun geçerli olduğu, dolayısıyla bu ülkelerde döviz kurunun, dış ticaret dengesini iyileştirici bir politika aracı olarak kullanılabileceği tespit edilmiştir. J Eğrisi hipotezinin, sadece yüksek gelirli ülkelerde, zayıf biçimde geçerli olduğu görülmüştür.
