Türkiye’de Bakanlıkların Stratejik Plan Uygulamalarında Mevcut Yapı ve Sürecin Değerlendirilmesi

Abstract

Türk kamu yönetiminde stratejik planlama uygulamasının yasal zorunluluk halini alması 2000’lerin başlarında, ilk stratejik planların uygulamaya girmesi ise 2010'lu yıllarda gerçekleşebilmiştir. Bu çalışmada, Türkiye’de kamu sektöründeki stratejik planlama sürecine geçişte ve sürecin işleyişinde yaşanan güçlükler ile bunların nedenlerinin çok yönlü olarak ölçülmesi amaçlanmıştır. Bunun için yüz yüze anket yönetimi ile araştırma yapılmıştır. Anket uygulaması, AB destekli bir proje kapsamında Kalkınma Bakanlığı tarafından düzenlenen stratejik planlama eğitimine katılan ve rastgele seçilen 52 denek üzerinde yapılmıştır. Ankete katılım eğitim saatleri dışında gönüllülük esasına göre sağlanmış ve elde edilen bulgular değerlendirilmiştir.
