Kamu Kurum ve Kuruluşlarında Örgütsel Bağlılığın Unsurları: Teorik Bir Değerlendirme

Abstract

Örgütsel bağlılık, işletme literatüründe ele alınan ve üzerinde önemle durulan konu başlıklarından biridir. Çalışanların örgütlerine karşı duydukları aidiyet hissinin seviyesi şeklinde tanımlanabilecek örgütsel bağlılık, tüm örgütler için büyük önem taşımaktadır. Şüphesiz örgütler için en önemli kaynak insandır. İnsan unsurunu verimli ve etkin kullanabilen örgütler, hedeflerine daha hızlı ve kolay ulaşabilecek, misyonlarını başarıyla yerine getirebilecektir. Bağlılığı yüksek işgörenlerin ise iş doyumları, verimlilik ve etkinlilikleri yüksek olacak bulundukları kurumdan memnuniyet duyacaklardır. Dolayısıyla bağlılık, hem işgörenler hem de örgütler için önemli bir konudur. Örgütsel bağlılık, insan unsurunun oldukça yoğun olduğu kamu sektörü için de büyük önem taşımaktadır. Taşıdığı öneme rağmen örgütsel bağlılık konusu, kamu sektöründe çoğu zaman göz ardı edilmiş fakat son yıllarda bu konu üzerinde çalışmalar yoğunlaşmaya başlamıştır. Söz konusu bu çalışmalarda örgütsel bağlılığın kamu sektöründeki analizleri gerçekleştirilmiş, elde edilen sonuçlar değerlendirilmiştir. Fakat kamu sektöründe örgütsel bağlılığı oluşturan unsurlara genellikle çok fazla yer verilmemiştir. Kamu sektörünün sahip olduğu koşullar göz önüne alınarak kamu kurum ve kuruluşlarındaki örgütsel bağlılığın unsurlarına değinilmesi faydalı olacaktır. Bu kapsamda bu çalışmada örgütsel bağlılığın unsurları, kamu kurum ve kuruluşları nezdinde teorik olarak değerlendirilmekte ve bir takım tespitlere yer verilmektedir.
