Kamu Politikası Araçlarının Yeni Kamu Yönetimi Anlayışındaki Yeri Üzerine Bir İnceleme

Abstract

Kamu yönetimindeki geleneksel yaklaşımların yerini günümüzde daha kolektif bir dayanışma amacı güden ve etkili yönetim tarzını güçlendiren anlayışlar almaktadır. Merkeze insan’ı alan yeni fakat geleneği de bırakmayan bu görüş altında vücut bulan bu yönetsel araçlar çalışmanın ana konusunu oluşturmaktadır. Kolektif etkileşimin olumlu gücünü gösterebilen ve karma ekonomik, sosyal ve siyasal gücün küresel etkileşiminde büyük pay sahibi olan tüm yönetsel aktörlerin yerel ve merkezi katmanlarının birer organizasyon olarak davranışlarının şekillendiği görülmektedir. Çalışmanın temel amacı klasik kamu yönetimi anlayışının dönüşen ve dönüşemeyen özelliklerini ortaya koyarak, sürekli yenileyebilen bir Yeni Kamu Yönetimi anlayışına yönelik geçmiş, günümüz ve gelecekteki düşüncelere öneriler sunmaktır. Yeni eğilim ve düşüncelerin yön verdiği yönetsel güç alanlarında geçmişin kabul gören ve değiştirilemeyen geleneksel bakış açılarının da mevcut kamu yönetim ve işleyişinde yer alabileceği değerlendirilmelidir. Bununla birlikte kamu politikalarının analizi sürecine de katkı sağlanabileceği göz önünde bulundurulmalıdır. Birçok gelişmiş örnek ülkenin kolektif programlar geliştirmesinin ortaya çıkardığı yeni bakış açıları bu anlamda önemli birer örnek olabilecektir.
