Poliheuristik Karar Verme Modeliyle Terörist Liderlerin Karar Hesabı: Usame Bin Ladin ve 11 Eylül Terör Saldırıları Örneği

Abstract

Uluslararası ilişkilerin çalışma alanı dış politika analizinde artık devletlerden liderlere kaymış durumdadır. Bu makale terör örgütü liderlerinin kararlarının nasıl olduğunu anlamak için bir girişim örneğidir. Poliheuristik karar verme modeline göre, karar vericiler kendileri açısından kabul edilemez olan kritik boyut veya boyutlardaki politikaları reddetmekte ve kalan alternatiflerin alt kümesinden bir alternatif seçerken; faydaları en üst düzeye çıkarmakta ve riskleri en aza indirgemektedir Bu çalışmanın amacı Poliheuristik karar verme modeliyle analiz ederek literatüre katkıda bulunmak ve terörist örgüt liderinin karar kodlarını çıkararak karar hesabının kullanımını göstermektir. Terörizmle ilgili yakın zamanlardaki çalışmalar genelde terörist motivasyonları ve intihar bombacıları ile ilgilidir. Bu araştırmalar bizim terörizmi ve intihar teröristlerini anlamamız için büyük ölçüde katkıda bulunmasına rağmen terörist liderlerin stratejik karar hesaplarını incelediğimizde aynı şeyi söyleyemeyiz. Bu çalışmada, 11 Eylül Terör Saldırıları örneğinde El-Kaide lideri Usame Bin Ladin’in karar hesabı analiz edilmeye çalışılmıştır.
