1923 İzmir İktisat Kongresinde Alınan Kararların Dönemin İktisat Politikalarına Etkileri

Abstract

Osmanlı Devleti’ nin son dönemdeki iktisadi fotoğrafına baktığımızda, dünya ekonomisi içinde hammadde ihracatçısı, sinai ürün ithalatçısı ve dış borçlanmalar dolayısıyla Duyun-i Umumiye idaresi ile sürekli imtiyazların verilmiş olduğu bir iktisadi yapı görmekteyiz. Ülkenin iktisadi durumunun genel anlamda dışa bağımlı olduğunu, aynı zamanda savaşlar ve bağımsızlık mücadelesi ile üretimin de zayıf durumda olduğunu gözlemlemek mümkündür. Cumhuriyetin ilan edilmesinden önce toplanan İzmir İktisat Kongresi’nde temel olarak iktisadi bağımsızlığın kazanılması anlayışı, o günden sonra uygulanacak iktisat ve kalkınma politikaların ana çerçevesini çizen bir dönem planlaması olarak karşımıza çıkmaktadır. Bu anlayışla İzmir İktisat Kongresi Kararları bir kalkınma planı olarak planlama perspektifinden ele alınmaya değerdir. Çalışma, İzmir İktisat Kongresi kararlarını, cumhuriyet dönemi planlama deneyimlerinden biri olarak ele aldığından önem arz etmektedir Çalışmada, 1923 İzmir İktisat Kongresi’nde alınan kararların dönemin iktisat politikalarına etkisini tespit etmek ve dönemin sonlarında uygulama sonuçlarının Kongre’de alınan kararlarla ilişkili olup olmadığını belirlemek amaçlanmıştır. Bu kapsamda İzmir İktisat Kongresi’ nde alınan kararlarla uygulanan iktisat politikaları nasıl değişikliğe uğramıştır? Bu değişiklikler sonucunda ulaşılmak istenen hedeflere dönem sonunda ulaşılabilmiş midir? Kapsamlı bir literatür taramasının temel araştırma yöntemini oluşturduğu çalışmanın yanıt aradığı temel sorular bu sorular olmuştur. Literatür taramasının yanı sıra politika uygulama sonuçlarının izlenmesi için dönem için oluşturulmuş istatistiki verilerden faydalanılmıştır.
