Orta Vadeli Harcama Sistemi Ve Ülke Uygulamalarının Değerlendirilmesi

Abstract

20.yüzyılın ortalarından itibaren ekonomide devletin ağırlığının artmaya başladığı görülmektedir. Devletler ekonomiye yön verirken bütçe politikalarını etkin bir araç olarak kullanmaya başlamışlardır. Bütçe sistemleri ve politikaları ekonomideki güncel gelişmelere uyum sağlamak amacıyla çeşitli reformlara tabi tutulmaktadır. Son yıllarda bütçe sistemlerindeki reform çalışmalarında eğilim çok yıllı bütçeleme ve orta vadeli harcama sistemi yönündedir. Bu çerçevede bütçe planlaması açısından birçok ülkede orta vadeli harcama sistemi ağırlık kazanmaya başlamıştır. Özellikle 1990’lı yılların ortalarından itibaren ön plana çıkmaya başlayan orta vadeli harcama sistemi, bütçe uygulamalarına orta vadeli bir bakış açısı kazandırmak ve bütçe-plan ilişkilerini geliştirmek bakımından önem taşımaktadır. Orta vadeli harcama sistemi ile makroekonomik değişkenlere uyumlu bir bütçe planlaması yapılması hedeflenmektedir. Orta vadeli harcama sistemine yönelik uygulamalar ülkelerin gelişmişlik düzeyleri, mali sistemleri ve idari yapılarına bağlı olarak bazı farklılıklar içermektedir. Çalışmada öncelikle orta vadeli harcama sisteminin amaçları ilkeleri ve süreci hakkında bilgi verilecektir. Daha sonra seçilmiş ülke örnekleri esas alınarak, söz konusu sistemin ülke uygulamaları incelenecek ve her bir ülke için değerlendirmelere yer verilecektir.
