Küresel Krizi Sonrası Dönemde Türkiye’de İşsizliği Azaltmaya Yönelik Maliye Politikası Önlemleri

Abstract

21.yüzyılda küreselleşmenin etkisiyle birlikte ülkeler arası ulaşım, haberleşme, ticaret ve sosyo-kültürel ilişkilerin artması, mevcut ülkelerin ekonomilerini de etkilemektedir. Herhangi bir ülkede yaşanan ekonomik kriz, çok kısa bir zaman diliminde diğer bir ülkede daha büyük çapta ekonomik krizlerin meydana gelmesine neden olabilmektedir. Bu doğrultuda birçok tedbir alınsa da krizlerin yaşandığı bölge veya ülkelerin ekonomik yapılarının gücüne göre, geride farklı boyutlarda hasar oluşmaktadır. İşte bu tür krizlerden biri de 2008 küresel ekonomik krizidir. 2007 yılında ABD’nin ilk olarak finans alanında hissedilen, 2008 yılına gelindiğinde ise patlak veren kriz, dünya ülkelerinin birçoğuna yayılarak küresel bir boyut kazanmış olup, yoksulluk ve işsizliğin artması gibi sorunlara yol açmıştır. Yaşanan kriz sonrasında birçok ülkede talepteki azalıştan kaynaklanan olumsuz etkiler, Türkiye’de reel kesimin daralmasına neden olmuştur. Böylece tüm dünya ülkelerinin genelinde etkisini hissettiren krizin Türkiye’ye en önemli etkilerinden biri de reel sektör alanında olmuştur. Bu çalışmada, 2007 yılının ortalarına doğru meydana gelen ve etkisini 2008’de göstermeye başlayan küresel krizin Türkiye’de işsizlik üzerindeki etkileri ve işsizliği azaltmaya yönelik uygulamaya koyulan maliye politikaları tedbirleri incelenmektedir.
