Amartya Sen'in Kapasite - Yapabilirlik Yaklaşımı Bağlamında Türkiye'de Yoksulluk Durumu

Abstract

Yoksulluk, ortadan kaldırılması için uluslararası kuruluşlar başta olmak üzere aktif bir şekilde mücadele edilen günümüzün en büyük küresel sorunlarından biridir. Barınma, eğitim, sağlık gibi temel insani ihtiyaçların karşılanamaması olarak tanımlanabilen yoksulluk dünyanın en gelişmiş ülkelerinde dahi görülebilmektedir. Son dönemlerde yoksulluğu sadece ekonomik bağlamda ele almayan, yoksulluğun insani boyutuna da değinen tanımlamalar yapılmıştır. Amartya Sen tarafından ortaya konan, Birleşmiş Milletler ve ona bağlı Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından da benimsenen, yoksulluğu salt gelir miktarıyla betimleyen tanımlara karşı çıkan yapabilirlik yaklaşımı da yeni yoksulluk tanımlarından biridir. Sen, yapabilirlik kavramını; açlık, hastalık, eğitimsizlik, kötü yaşam koşulları gibi, hiç kimsenin istemeyeceği durumlardan kaçınabilme yetisi olarak görmüş ve yoksulluğu yapabilirlikten yoksun olmak şeklinde tanımlamıştır. Sen yoksulluğu gelir yoksunluğundan ziyade, kapasite yoksunluğu olarak ele almakta ve yoksulluk göstergesi olarak sadece gelir düzeyine bakılmasını kabul etmemektedir. Bu çalışmada da Türkiye İstatistik Kurumu’nun (TÜİK) verileri kullanılarak, Türkiye’deki yoksulluk durumu Amartya Sen’in yapabilirlik yaklaşımı çerçevesinde ele alınmıştır.
