Neoliberal İktisat Politikalarının Çöküşü Ve Yeni İktisadi Düzen

Abstract

Dünya kapitalizmi, 1970’li yıllarda girdiği büyük durgunluğu aşmak için ileri sürdüğü neoliberal politik anlayışı yüzünden, asırlardır elinde tuttuğu küresel hakimiyetini kaybetmesine mi neden oluyor? Bu çalışmada gelişmiş ekonomilerin, uzun yıllardır ellerinde tuttuğu küresel ekonomik gücünün, 21. Asırdan itibaren az gelişmiş veya gelişmekte olan ekonomilerine doğru mu akmaktadır sorusuna yanıt aramaktadır. Özellikle Washington uzlaşmalarından sonra uygulanan liberal ekonomik politikalarının, tüm dünyaya dayatılmasıyla, öncelikle krizler yaratan ekonomik anlayışların terbiye ettiği gelişen piyasalar, küresel sermaye ve teknolojik akımlarının da etkisiyle, dünyada kapitalist gelişmiş ekonomilerin karşısına yeni bir güç merkezi veya merkezleri şeklinde çıkmaya başladığı görülmektedir. 2000’li yıllardan itibaren kapitalist gelişmiş ekonomilerin içinde olduğu ve hala aşılamayan bunalım yılları, bu ekonomilerin dünya ticaretinde rekabet üstünlüğünü kaybetmeye başladığının bir göstergesi olmuştur. Artık mutlak üstünlükler, karşılaştırmalı üstünlükler veya klasik iktisadın türettiği yeni iktisadi akımlar dahi, gelişmiş ekonomileri, içinde bulunduğu bunalımdan kurtaramamaktadır. Dünya yeni iktisadi düzenini mi aramaktadır?
