Türkiye’de Reel GSYH, Ar-Ge Harcamaları ve Ekonomik Çıktılar Arasındaki İlişkinin İncelenmesi

Abstract

Türkiye ekonomisinin istikrarlı ve reel anlamda büyümesini sürdürebilmesi için ar-ge harcamaları ve ekonomik çıktılar arasındaki ilişki önem arz etmektedir. Bu kapsamda ekonomik açıdan ar-ge harcamalarının verimli değerlendirilmesi gerekmektedir. Ekonomik çıktılar, ar-ge harcamaları ve reel ekonomik büyüme değişkenleri arasındaki ilişki ekonomi politikaları için merkezi konumdadır. Özellikle 2000 yılından sonra dünya ekonomileri yeni bir düzen arayışına girmişlerdir. Küreselleşme süreci ile birlikte yeni bir ekonomik düzen ortaya çıkmıştır. Bu ekonomik düzen ar-ge ye dayalı büyüme modelidir. Bu yeni büyüme düzeninde emek, sermaye ve doğal kaynağın yanı sıra ar-ge faaliyetlerinin üretim sürecinde yoğun bir şekilde kullanıldığı dönem olmuştur. Bu çalışmada, ar-ge harcamalarının reel ekonomik büyümenin bir sonucu olup olmadığını ve reel ekonomik büyümenin ekonomik çıktılar (patent, marka, faydalı model ve tasarım sayıları) da meydana getireceği etkinin nedensellik yönü analiz edilmiştir. Türkiye'nin 2000-2015 yılları arasında altışar aylık döneme ait reel ekonomik büyüme, ar-ge harcamaları ve ekonomik çıktılar arasındaki ilişki zaman serilerindeki gelişmeler dikkate alınarak analiz edilecektir. Analizler sonucunda değişkenler arasındaki uzun dönemli ilişki Johansen eş bütünleşme ve Granger nedensellik testleri yardımıyla nedenselliğin yönünü belirlenecektir.
