Sosyal Güvenlik Reformu Bağlamında Türk Sosyal Güvenlik Sistemi Finansmanının Değerlendirilmesi

Abstract

Sağlık hizmetlerinin finansmanı, dünya genelinde tüm insanlar ve hükümetler için önemi hızla artan bir konu halini almıştır. 1970’lerden sonra meydana gelen makroekonomik krizlerin etkisiyle yeni liberal politikaların artması sonucunda sosyal güvenlik sistemi hem gelişmiş ülkelerde hem de gelişmekte olan ülkelerde yönetilebilir olmaktan çıkmıştır. Bu amaçla sosyal güvenlikte tek katmanlı sistemlerden çok katmanlı sistemlere geçilmiş aynı zamanda Şili’nin başını çektiği; sosyal güvenliğin özelleştirilmesine yönelik radikal uygulamalar faaliyete geçirilmeye çalışılmıştır. Türkiye’de yaşanan finansman sorunuyla da, sosyal güvenliğin Devletin sırtına yük teşkil ettiği yargısıyla yaklaşılıp, IMF baskısıyla alelacele reform yapılmaya çalışılmıştır. Sistem, IMF zorlamaları ile Şili modeline doğru gitmektedir. Ancak bu modelin temel amacı sosyal güvenlik sağlamak değil, finans piyasalarına kaynak sağlamaktır. Bu çalışmada Türk Sosyal Güvenlik sistemindeki finansman sorununun diğer ülkelerden farkına değinilerek, IMF’in önerdiği kar saikiyle hareket eden bireysel emeklilik sistemi yerine çözüme ulaştırılabilecek adımlara değinilmiştir.
