Refah Devleti Kavramı ve Refah Devleti Modellerine Göre Avrupa’da Bazı Ülkelerin Sosyal Güvenlik Sistemlerinin Finansman Yönünden İncelenmesi

Abstract

Avrupa’da sosyal güvenlik sisteminin finansmanı ülkeden ülkeye farklılıklar göstermekte ve bu farklılıklar ülkelerin refah modelleri ile de ilişkilendirlmektedir. Çalışmada, gelişmiş ülkeler, sosyal refah hizmetleri açısından, belirli nitelik ve kriterlere göre sınıflandırılmış ve farklı refah devleti kategorilerine ayrılmıştır. Bu konuda literatürde yer alan önemli çalışmalardan biri, Esping Andersen’in refah modeli ayrımıdır. Esping-Andersen, refah modellerini; liberal refah modeli, muhafazakar refah modeli ve sosyal-demokrat refah modeli olarak sınıflandırmıştır. Leibried ise, refah kapitalizminin üç dünyası adını verdiği çerçeveye, bir dördüncü dünya olarak Güney Avrupa Modelini eklemiştir. Çalışmada; farklı refah devletlerinde uygulanan sosyal güvenlik sistemlerinin finansmanına ilişkin politikalara değinerek, Türkiye’deki sosyal güvenlik sisteminin geleceğine ışık tutulmak istenmektedir.
