Türk Dış Politikasının 2002 Sonrası Evrimi ve AB İlişkileri

Abstract

Osmanlı’nın son dönemlerinden bu yana Batıcılık, Batılılaşma, Avrupalılaşma ve nihayet Avrupa Birliği'ne (AB) tam üyelik süreci şeklinde evrilen Türkiye-Batı ilişkilerinin çok yakın bir zamana kadar tek boyutlu, pasif ve edilgen (Türkiye açısından) bir dış politika anlayışı ile seyrettiğini söylemek yanlış olmaz. İlişkilerin bu şekilde olumsuz seyretmesinde en önemli etken Türkiye'nin politik ve ekonomik açıdan yeterince güçlü ve bağımsız olamamasıdır. Politik ve ekonomik açıdan kırılgan yapısı yanında, küresel sistemin farklı aktörleriyle ilişkilerindeki asimetrik bağımlılıkları nedeniyle Türkiye'nin 2000'li yıllara kadar uluslararası alanda etkili bir aktör olarak varlık gösterebildiğini söylemek mümkün değildir. Son dönemde kendi iç bünyesinde ve uluslararası sistemde gücü ve etkinliği giderek artan Türkiye alternatif yönelimler içeren çok yönlü, dinamik ve proaktif dış politika uygulamalarını hayata geçirmeye başlamıştır. Böylece Türkiye’nin hem bölgesi ve etkileşim alanları hem de Batı/Avrupa ve dünya ile ilişkileri boyut değiştirmiş, çok farklı ve önemli kazanımlara kapı aralamıştır. Ancak tüm bu olumlu gelişmelere rağmen Türkiye-AB ilişkilerinin istenen düzeyde ve sorunsuz seyrettiğini söyleme imkânı bulunmamaktadır. Bu çalışma son dönem Türk dış politikasında izlenen gelişmelerin temel dinamiklerini ve yarım asırdan fazladır devam eden AB’ye tam üyelik sürecine etkilerini ortaya koymayı hedeflemektedir.
