Reel Efektif Döviz Kuru İle Türkiye’nin Karadeniz Ekonomik İşbirliği Örgütüne Yaptığı İhracat ve İthalat Arasındaki İlişkinin Analizi

Abstract

Bu çalışmada reel efektif döviz kuruyla Türkiye’nin Karadeniz Ekonomik İşbirliği Örgütüne (KEİ) yapmış olduğu ihracat ve ithalat arasındaki ilişkiler, 1994Q1-2015Q4 dönemi için üçer aylık veriler kullanılarak VAR modeli yardımıyla analiz edilmiştir. Çalışmada değişkenlere ilişkin durağanlık analizleri ADF birim kök testi kullanılarak yapılmış ve ADF testi sonuçlarına göre tüm değişkenlerin birinci farklarında durağan oldukları görülmüştür. Eşbütünleşme testi bulguları sonucunda LNREER, LNIMP ve LNEXP değişkenleri arasında 1 adet eş bütünleşme vektörünün bulunduğuntespit edilmiştir. Etki tepki analizi sonuçlarına göre reel efektif döviz kurunda meydana gelen bir standart sapmalık şok ilk önce ihracatta azaltıcı bir etki yaratmakta, daha sonra bu etki yaklaşık üç dönem sonra artırıcı etkiye dönüşmektedir. Reel efektif döviz kurundaki bir standart sapmalık şok ithalatta çok düşük düzeyde etki yaratmakta dördüncü dönem sonrasında artırıcı etki olarak görülmektedir. Çalışma bulgularına göre reel efektif döviz kurunda meydana gelen değişimlerin Türkiye’nin KEİ’ye yaptığı ihracat ve ithalat üzerinde yüksek derecede etkili olmadığı sonucuna ulaşılmıştır. Bu duruma göre Türkiye’nin KEİ ülkeleri ile olan dış ticaret dengesinde reel efektif döviz kurunun etkin bir politika aracı olarak kullanılamayacağı yorumu yapılmıştır.
