Osmanlı Rüşdiyelerinde Muhasebe Eğitimi: 1895 Yılına Ait Bir Usul-i Defteri Örneği

Abstract

19.yy’ın ikinci yarısında Osmanlı rüşdiyelerinde temel düzeyde muhasebe eğitimi verildiği bilinmektedir. Ancak eğitimin niteliği hakkında ayrıntılı bir bilgi sunulmamaktadır. Mülki ve askeri idadilere öğrenci yetiştiren rüşdiyelerde muhasebe eğitiminin niteliğinin incelenmesi, Osmanlı İmparatorluğu’nda modern muhasebe eğitiminin seviyesini anlamak için önemlidir. Bu gerekçeyle çalışmada Koca Mustafa Paşa Askeri Rüşdiyesi’nde matematik öğretmeni olan Hasan Tahsin tarafından rüşdiyelerde muhasebe eğitimi için yazılan “Usul-i Defteri” adlı eserin 1895 yılına ait bir nüshası incelenmiştir. Bu eserin devrinde sadece Koca Mustafa Paşa Askeri Rüşdiyesi’nde değil tüm merkez rüşdiyelerinde muhasebe eğitiminde kullanılması Maarif Nezareti tarafından uygun görülmüştür. Aynı yazarın aynı dönemde idadilerde muhasebe eğitimi için yazdığı “Yeni Usul-i Defteri” adlı başka bir eseri daha bulunmaktadır. Ancak rüşdiyeler için hazırlanmış olan Usul-i Defteri içerik ve kapsam açısından giriş seviyesindedir. Bu eserde muhasebe bilgi ve belgeleri, defter tutma yöntemleri, çift yanlı kayıt yöntemi, muhasebe defterleri, muhasebe hataları ve hataların düzeltilmesi gibi konular işlenmiştir. Bu çalışma ilgili eserin incelenmesi yoluyla Osmanlı rüşdiyelerinde muhasebe eğitimi hakkında bir fikir sunmayı amaçlamaktadır.
