Türkiye Ekonomisinde Tarıma Verilen Değerin Değişimi

Abstract

Günümüzde Türkiye nüfusunun üçte biri tarımla uğraşmaktadır. Ancak bu kesimdeki tarımın milli gelire katkısı sadece %7-8 civarındadır. Bu durum tarımla ilgili reform çalışmalarının uygulanma sürecinin başlatılmasına öncü olmuştur. 1999 yılında yapılan Stand-by Antlaşması, 2000’li yıllardaki IMF ve DB ile yapılan antlaşmalar ve 2001 yılında DB ile imzalanan Tarım Reformu Uygulama Projesi ile başlayan bu süreç ile 2008 yılında doğrudan gelir desteğinin kaldırılması ve akabinde sertifikalı tohum ve fidan desteği çalışmalarıyla tarım iyileştirilmeye çalışılmaktadır. Bu çalışmada Türkiye’de tarım politikaların değişiminden bahsedilmiş, başlıca yapısal nedenler ortaya konularak değişen tarım şartları ve uluslararası arenaya uyum sağlama süreci açıklanmıştır. Gelişmiş ülkelerdeki tarım politikaları uygulamada Türkiye’ye göre daha iyileştirici olup, geleneksel tarımdan modern tarıma geçişte Türkiye’nin karşılaştığı zorluklar artmış, dışa açılımdaki rekabet gücü politikalara rağmen kayda değer bir artış gösterememiştir. Özetle bugüne gelen noktada tarım sektöründe gelir dengesizliği giderilememiş ve bu dengesizlik ülkede istihdam sorunları yaratmıştır.
