Akdeniz’de Sürdürülebilir Kalkınma ve Stratejisi

Abstract

1976 yılında kabul edilen Barselona Sözleşmesi, 1995 yılında yeniden düzenlenmiş ve bu kapsamda da Akdeniz Sürdürülebilir Kalkınma Komisyonu (ASKK) oluşturulması kararlaştırılmıştır. ASKK, Akdeniz’de sürdürülebilir kalkınma konuları ile ilgili çalışarak, bölgesel sürdürülebilir kalkınma stratejisi oluşturmak ve ilgili uygulamalarda destek sağlamak amacını taşımaktadır (Mengi ve Algan, 2003: 117). 2005 yılında hazırlanan Akdeniz Sürdürülebilir Kalkınma Stratejisi (ASKS), 2013 yılında değerlendirilerek revize edilmiştir. Yeni strateji, 9-12 Şubat 2016 tarihleri arasında yapılan 19. Taraflar Toplantısı’nda (COP19) karara bağlanmıştır. Makalede, AEP çalışmasının diğer uluslararası çalışmalarda örnek teşkil edebilmesi için hazırlanan detaylar değerlendirilmiştir. Bu kapsamda, ASKK katılımcıları, yapısı ile çalışma usul ve esaslarının değinilmiştir. Ayrıca, Akdeniz Eylem Planı (AEP) çalışmalarının komisyon ve strateji üzerindeki etkileri, Akdeniz’de kalkınma süreci ile sürdürülebilir kalkınma stratejileri değerlendirilmiştir. ASKS 1.0 ve 2.0 karşılaştırması ile ASKS öncelikli alanları ve 2014 sürdürülebilir kalkınma hedefleri arasındaki örtüşen konular da çalışma kapsamında irdelenmiştir. Ulusal sürdürülebilir kalkınma stratejilerinin değerlendirilmesi sürecine de değinilmiştir.
