Alan Siaroff’un Tipolojisi Işığında 1946'dan Günümüze Türkiye'nin Siyasal Parti Sistemi

Abstract

Ülkelerin siyasal sistemlerinde etkin olan partilerin sayısı ekonomik, kültürel, ideolojik, hukuki vb. değişkenlere bağlı olarak ülkeden ülkeye farklılık gösterebilir. Sistem içinde etkin olan partilerin sayılarının belirlenmesi konusundaki çalışmalar 1950'li yıllara kadar geri götürülebilmektedir. Bu dönemde parti sistemleri sayı kriterine bağlı olarak tek parti, iki parti ve çok parti sistemleri olmak üzere klâsik bir ayrıma tabi tutulmuştur. Ancak ilerleyen dönemde sayı kriterine bağlı klâsik sınıflandırma değişen koşulları açıklamakta yetersiz kalmıştır. Parti sistemini konu alan çalışmalar yirminci yüzyılın ikinci yarısından itibaren hız kazanmış ve küresel düzeyde çok parti sisteminin genel kabul gördüğünden hareketle, iki parti sistemi ile çok parti sistemini birbirinden ayıran farklar ve çok parti sistemini kendi içinde sınıflandıran kriterler ortaya konmuştur. Bu bağlamda yakın tarihli bir tipoloji olarak Alan Siaroff tarafından ortaya konan 9 kademeli sınıflandırma çalışmamızın temelini oluşturacaktır. Alan Siaroff'un 9 kademeli tipolojisi, Türkiye'nin siyasal parti sistemi tarihini analiz edebilmek, sistemin ideolojik karakteristiğini betimlemek ve 2017 sonrası Türkiye'yi bekleyen olası parti sistemi senaryolarını ortaya koyabilmek noktasında açıklayıcı bilgilere sahip bir tipolojidir.
