Performans Yönetimi: Türkiye-Fransa Karşılaştırmalı Bir Analiz

Abstract

Kamu sektörünün etkin ve verimli bir şekilde yönetilmesi, yalnızca toplumsal refahın sağlanması açısından değil aynı zamanda devletin kaynaklarının doğru ve adil bir biçimde kullanılması açısından da kritik bir öneme sahiptir. Bu bağlamda performans yönetimi, kamu kuruluşlarının hedeflerine ulaşmalarını sağlamak ve bu süreçte karşılaşılan engelleri aşmak için kullanılan stratejik bir araç olarak öne çıkmaktadır. Türkiye'de performans yönetimi, özellikle 2003 yılında yürürlüğe giren 5018 Sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile önem kazanmıştır. Kanun, hesap verebilirlik, saydamlık ve performans esaslı bütçelemeyi içermektedir. Ancak uygulamada mevzuat eksiklikleri ve performans ölçüm araçlarının sınırlı kullanımı gibi sorunlar mevcuttur. Fransa'da ise performans yönetimi, 2001 tarihli Maliye Kanunları Organik Yasası (LOLF) ile sistematik bir yapı kazanmıştır. LOLF, bütçe süreçlerini somut performans hedefleri ile ilişkilendirerek yönetim muhasebesi ve hesap verebilirliği güçlendirmiştir. İki ülke karşılaştırıldığında, Fransa'da performansa dayalı ücretlendirme ve bireysel performans değerlendirmeleri daha sistematik uygulanmaktadır. Bu çalışmada, kamu sektöründe performans yönetiminin işleyişi, karşılaşılan zorluklar ve süreçlerin daha etkili hale getirilme yolları literatür taraması yöntemiyle Türkiye ve Fransa örnekleri üzerinden karşılaştırmalı olarak incelenmiştir.
