Abstract

Socio-economic instability generated by the majority of global processes and the countersink by the effects of the economic crisis has made that the society be marked by syncope?s and, in some aspects, even camouflaged by regression, restoration mechanisms and disavowed practices, therefore increasing significantly the demands for human capital. Human Capital has managed to establish itself as a key factor in sustainable economic performance in various fields because of its innovative potential which enabled him to have the ability to accomplish the technical and technological renewal production, to ensure competitive production, to develop the service sector, leading to the formation of innovative economy.
