Unified market platform (UMP) trade practices of copra and turmeric-An institutional analysis of APMCS in Karnataka

Abstract

In order to improve the system of sale of agricultural commodities in the APMCs further reform measures have been initiated. Karnataka government passed the second amendment bill of Karnataka Agricultural Produce Marketing (Regulation and Development) in 2013, which allowed the state government to provide unified licenses for all APMCs within Karnataka. The Unified Market Platform (UMP)trade is a unique and innovative project in the country involving adoption of ICT at the primary wholesale markets level aimed at ensuring competitive price for the farmer's produce and encourage the fair marketing practices in the state by enlarging the boundaries of market through an e-auctioning system The implementation of UMP trade was taken up in phases during 2014. In the year of initiation of UMP trade i.e. 2014, the arrivals had almost doubled in Tiptur and Chamarajanagara compared to the year 2013, although later on trade diversion to other markets is noticed in turmeric. Increase in market competition, transparency in tender declaration and updated information about the prices were the advantages to farmers in UMP. About55 per cent of the traders and commission agents have necessary information of UMP trade and about 35–40 per cent of them reported it to be an easier process.
