Abstract

In einer Reihe empirischer Studien sind die Wirkungen von Arbeitsbeschaffungsmaßnahmen (ABM) für Teilnehmer in Deutschland nach unterschiedlichen Gesichtspunkten mikroökonometrisch evaluiert worden. Auf der Grundlage der vorliegenden Ergebnisse soll die Wirksamkeit der Maßnahmen in Hinblick auf die gesetzlich formulierten Ziele beurteilt werden. Hierzu werden die empirische Resultate der verschiedenen Studien zusammengefasst und kritisch diskutiert. Besonders detailliert werden zwei aktuelle Studien präsentiert, in denen die Wirkungen von ABM unter Verwendung eines in Umfang und Informationsgehalt bisher einmaligen Datensatzes analysiert werden. In der Beurteilung wird zum einen deutlich, dass sich die Studien an der Hauptzielsetzung von ABM orientieren und sekundäre Ziele weitgehend nicht betrachtet werden. Zum anderen ist klar feststellbar, dass ABM nicht pauschal, sondern differenziert bewertet werden müssen. So sind die Maßnahmen für einige explizite Zielgruppen nützlich, während sie die Chancen der Mehrzahl der teilnehmenden Personen am Arbeitsmarkt reduzieren. --
