Wohin mit den Überschüssen der Bundesagentur für Arbeit?

Abstract

Die Finanzlage der Bundesagentur für Arbeit hat sich in den Jahren 2006 und 2007 deutlich verbessert. Neben der wirtschaftlichen Aufwärtsentwicklung haben dazu verschiedene Arbeitsmarktreformen beigetragen. Über die Verwendung der Überschüsse und der angesammelten Rücklage wird heftig diskutiert. Zusätzliche Leistungen an Arbeitslose und eine geringe Reduktion des Beitragssatzes werden vorgeschlagen. Es ist aber möglich, den Beitragssatz um einen vollen Prozentpunkt zu senken, ohne dass die Bundesagentur für Arbeit Finanzierungsprobleme hat, zumal eine kräftige Beitragssatzsenkung zu mehr Beschäftigung führen würde.
