Bundesagentur für Arbeit: Warum eine größere Beitragssatzsenkung nötig ist

Abstract

Der Autor stellt dar, warum der Beitragssatz in der Arbeitslosenversicherung rasch von 3,0 auf 2,4 Prozent gesenkt werden sollte. Die geplante Senkung des Beitragssatzes um 0,3 Prozentpunkte auf 2,7 Prozent ab Jahresbeginn 2019 ist nach Meinung des Autors zu gering. Es wird gezeigt, dass der Überschuss der Bundesagentur für Arbeit zum Teil struktureller Art ist. Die Verzinsung der allgemeinen Rücklage der Bundesagentur für Arbeit (Ende 2018: 23,7 Mrd. Euro) wird im Jahr 2019 wohl 0 Prozent betragen, so dass auch unter diesem Aspekt ein weiterer Ausbau der Rücklage vermieden werden sollte. Zudem wären mit einer stärkeren Beitragssenkung positive Folgen für die Beschäftigung verbunden.
