Biokraftstoffe: Eine weltwirtschaftliche Perspektive

Abstract

Biokraftstoffe werden weltweit in immer mehr Ländern von der Politik gezielt gefördert. Dies geschieht aus agrar-, energie- und klimapolitischen Gründen. Dieser Beitrag beschreibt die derzeitigen und zukünftigen Märkte für Biokraftstoffe und die Förderprogramme in einzelnen Ländern. Analysiert werden die großen Unterschiede zwischen den Ländern in den Produktionskosten und damit der Wettbewerbsfähigkeit von Biokraftstoffen gegenüber fossilen Kraftstoffen und in den Kosten der Treibhausgasvermeidung, d.h. der Effizienz der Verwendung von Biokraftstoffen als Teil einer klimapolitischen Strategie. Die Länderunterschiede legen aus ökonomischer und klimapolitischer Sicht die Nutzung globaler Märkte für Biokraftstoffe nahe. Jedoch wird dies durch die starke Protektion nationaler Märkte verhindert, häufig mit der Begründung, dass internationaler Handel mit Biokraftstoffen den nationalen agrar- und energiepolitischen Zielen zuwiderläuft.
