Erneute EU-Agrarreform: Umbau statt Abbau von Subventionen

Abstract

In dem Papier werden die Reformbeschlüsse zur europäischen Agrarpolitik vom Juni 2003 diskutiert. Im Mittelpunkt der Beschlüsse steht die Entkoppelung der Prämienzahlungen von der Produktion. Damit werden Produktionsanreize für die Landwirte abgebaut und es dürfte zu einer Allokationsverbesserung kommen. Die Zahlungen werden allerdings insgesamt kaum reduziert, sondern lediglich partiell zu Gunsten der ländlichen Entwicklungspolitik, der Agrarumweltpolitik und für Tierschutzmaßnahmen umgeschichtet. Da eine sachlich akzeptable Begründung für permanente Zahlungen an Landwirte fehlt, wäre ein schneller Abbau aller Subventionen der richtige Weg. Die Ausweitung der Mittel für ländliche Entwicklung ist schon deshalb der falsche Weg, weil es wiederum vor allem um punktuelle Interventionen zu Gunsten von Landwirten geht.
