    Abstract

    Das IfM Bonn hat anhand von umfangreichen Simulationsrechnungen die Kosten der sozialen Absicherung geschätzt, die sich hierzulande aus dem Wechsel eines Beziehers von Arbeitslosengeld (ALG) I in die berufliche Selbstständigkeit ergeben. Dabei wurde die individuelle Perspektive des ALG I-Beziehers gewählt und das der Arbeitslosigkeit vorangegangene Jahresbruttoeinkommen als Basis für die Simulationsrechnungen verwendet. Die Berechnungen schließen verschiedene Einkommensstufen und Gruppen von Beziehern von ALG I, die sich in den Merkmalen Geschlecht, Alter und Familienstand unterscheiden, ein. Unter Opportunitätskosten werden dabei solche Kosten verstanden, für die ein potenzieller Selbstständiger im ersten Jahr seiner Selbständigkeit zusätzlich aufkommen muss, wenn er das gleiche Niveau an sozialer Absicherung erhalten möchte wie in der Arbeitslosigkeit. Die Analysen zeigen, dass in der weit überwiegenden Zahl der untersuchten Fälle die Entscheidung für die Selbstständigkeit mit positiven Opportunitätskosten einhergeht, sofern kein Gründungszuschuss bezogen wird. Wird hingegen der Gründungszuschuss in Anspruch genommen, ist ein Wechsel in die Selbstständigkeit für weit mehr Fallgruppen mit finanziellen Vorteilen verbunden. --
