Sostenibilità istituzionale nelle scelte infrastrutturali per il trasporto aereo: il caso degli aeroporti minori

Abstract

Il presente lavoro analizza la tematica degli investimenti nelle infrastrutture del trasporto aereo, sottolineando la tendenza da parte delle comunità locali, ad esercitare azioni di lobbying nei confronti dei policy maker allo scopo di ottenere nuovi impianti ritenuti volano dello sviluppo economico. Come è ovvio tale tendenza si scontra con problemi di finanza pubblica che impongono, in modo sempre più stringente, la necessità di valutare l’efficienza economica delle politiche di trasporto adottabili. Attraverso l’utilizzo di un’analisi DEA (Data Envelopment Analysis) si è cercato di sondare come operano in Italia le regioni multi-aeroporto e quali sono le possibilità di sviluppo delle infrastrutture aeroportuali esistenti in funzione di specifiche caratteristiche trasportistiche. Infine, si è cercato di offrire alcuni suggerimenti di policies dai quali partire per conseguire la razionalizzazione delle risorse economiche e i miglioramenti gestionali delle infrastrutture aeroportuali esistenti.
