Jakoœæ ¿ycia gospodarstw domowych w Polsce w uk³adzie wojewódzkim

Abstract

Wzrost jakoœci ¿ycia spo³eczeñstwa stanowi nadrzêdny cel zarówno polityki spo³ecznej jak i gospodarczej na szczeblu krajowym, regionalnym i lokalnym. W ostatnim dwudziestoleciu obserwujemy w kolejnych traktatach Unii Europejskiej coraz wyraŸniejsze eksponowanie jako jednego z celów UE utrzymanie równowagi pomiêdzy rozwojem gospodarczym i rozwojem spo³ecznym, przy zachowaniu œrodowiska naturalnego oraz dziedzictwa kulturowego. Wzrost jakoœci ¿ycia i spójnoœci spo³ecznej jest tak¿e jednym z istotnych celów unijnej strategii Europa 2020. Poprawa jakoœci ¿ycia Polaków, poprzez zapewnienie stabilnego i wysokiego wzrostu gospodarczego, jest tak¿e g³ównym celem polskiej D³ugookresowej Strategii Rozwoju Kraju do 2030 r. oraz Œredniookresowej Strategii Rozwoju Kraju 2020. Prace nad stworzeniem systemu wskaŸników monitoruj¹cych jakoœæ ¿ycia prowadzone s¹ od wielu lat przez instytucje miêdzynarodowe. UE i jej pañstwa cz³onkowskie opracowa³y i od lat stosuj¹ w praktyce szerok¹ gamê wskaŸników spo³ecznych i œrodowiskowych, czêsto wystêpuj¹cych w systemach wskaŸników zrównowa¿onego rozwoju. W 2011 r. powo³ano, z inicjatywy Eurostatu oraz Francuskiego Narodowego Instytutu Badañ Statystycznych i Ekonomicznych (INSEE) Grupê Inicjatywn¹ ds. Pomiaru Postêpu, Dobrobytu i Zrównowa¿onego Rozwoju. Grupa ta zaproponowa³a zestaw wskaŸników s³u¿¹cych do pomiaru jakoœci ¿ycia. Nad uszczegó³owieniem zaleceñ dotycz¹cych pomiaru jakoœci ¿ycia oraz opracowaniem ostatecznej listy wskaŸników w tym obszarze pracuje aktualnie powo³ana przez Eurostat grupa ekspertów. W opracowaniu przedstawiona zosta³a koncepcja badania jakoœci ¿ycia w kontekœcie celów polityki spo³ecznej oraz narzêdzia umo¿liwiaj¹ce ten pomiar. Jakoœæ ¿ycia w kontekœcie polityki spo³ecznej zdefiniowana jest przy tym na gruncie teorii potrzeb, czyli uto¿samiana jest z poziomem zaspokojenia potrzeb spo³ecznych. W ocenie jakoœci ¿ycia zosta³ uwzglêdniony zarówno wymiar obiektywny jak i subiektywny jego pomiaru. Ponadto przedstawione zosta³y powi¹zania pojêcia jakoœci ¿ycia z integracj¹ spo³eczn¹ i zrównowa¿onym rozwojem. Zaproponowan¹ metodykê pomiaru jakoœci ¿ycia zastosowano do jego pomiaru w Polsce w 2011 r. zarówno na poziomie ogólnokrajowym jak i na poziomie regionalnym (wojewódzkim). Dokonano tak¿e grupowania województw ze wzglêdu na podobieñstwo struktury jakoœci ¿ycia gospodarstw domowych zarówno wed³ug ujêcia obiektywnego jak i subiektywnego.
