Eficiência Tributária dos Estados Brasileiros Mensurada com um Modelo de Fronteira Estocástica Geograficamente Ponderada

Abstract

Neste texto, desenvolve-se e aplica-se a metodologia de fronteira estocástica geograficamente ponderada (FEGP) para examinar a eficiência tributária dos estados brasileiros. Os coeficientes estimados pelo método FEGP situaram-se próximos da estimação tradicional de fronteira estocástica, permitindo, contudo, a apreciação das suas variações geográficas. Detectou-se que os estados da região Sul, bem como Rio de Janeiro e São Paulo, tinham maior capacidade de transformar produto interno bruto (PIB) em arrecadação de impostos. Estes estados também apresentaram produtividade relativamente maior com relação ao setor terciário, enquanto os estados do Norte mostraram maior produtividade relativa no setor secundário. A produtividade tributária do setor primário exibiu crescimento de leste para oeste. Na comparação entre os setores, o de serviços foi o que apresentou maior produtividade tributária em todos os estados considerados. O total de incremento potencial da arrecadação tributária estadual em 2006 foi estabelecido em R$ 39,6 bilhões; os estados mais beneficiados por tal acréscimo seriam, em ordem decrescente, Rio de Janeiro (R$ 9,3 bilhões), São Paulo (R$ 8,4 bilhões) e Santa Catarina (R$ 3,8 bilhões). This paper developed and applied the Stochastic Frontier Geographically Weighted (SFGW) to access the tax efficiency of the Brazilian states. The estimated coefficients obtained by this method were close to those from the traditional Stochastic Frontier estimation allowing, however, the examination their geographical variations. It has been found that southern states have, as well as Rio de Janeiro e São Paulo, a greater capacity of transforming economic product into tax collection. These states also show a greater marginal productivity in the tertiary sector, while the northern states have a relatively greater productivity in the secondary sector. The tributary productivity of the primary sector grows, in a distinct pattern, from east to west. The comparison between sectors, the tertiary sector showed the greater tributary productivity. The total potential increase in the state tax collection in year 2006 was estimated in R$ 39,6 billons, and the states that showed greater room for improvement were, respectively, Rio de Janeiro (R$ 9,3 billons), São Paulo (R$ 8,4 billons) e Santa Catarina (R$ 3,8 billons).
